Chief secretary Ratnakar Gaikwad was expected to file an affidavit before the commission on Thursday, but did not do so. Several departments of the state government including the MMRDA, urban development and environment department have sought more time to submit all documents pertaining to Adarsh.

“Summons were issued to every department in January. If so many extensions are sought to submit documents, then the commission will not be able to submit its report in the stipulated time period,” said senior counsel Dipan Merchant, appearing for the commission. The commission is expected to submit its report by June.

The commission was expected to record the deposition of its first witness, brigadier Deepak Saxena, but has now adjourned the hearing till May 2.

The commission which began its hearing on April 18 had slammed officials earlier too for their “casual approach” to the investigation.
