Advocate general Ravi Kadam told the Bombay High Court on Wednesday that the policy decision for regulating private coaching classes would take time due to the code of conduct that has come into force for the elections.

“The policy decision would require a legislation from us which will have to be passed by the Cabinet. That cannot be done at the moment due to the code of conduct,” said Kadam.

The HC was hearing a petition filed by non-profit organisation, Forum for Fairness in Education, against the commercialisation of education by coaching classes and seeking that private coaching classes be regulated by the state.

The HC had earlier asked if the state would frame a policy to regulate private classes and implement the expert committee’s report to regulate private coaching classes.

When the government refused to regulate classes on two occasions, the high court said it would frame guidelines for the same.
