Joint Commissioner of Police (Law and Order), Himanshu Roy, told Hindustan Times that the trigger for the stampede will be known once he completes the probe.

Has an inquiry been ordered into the stampede at the Kalina police grounds?
Yes. Home Minister R. R. Patil has ordered an enquiry and I am conducting it. I should be able to finish it in three to four days and prepare the report.
Will a case of culpable homicide be filed against the organisers? In this case it is the police?
It is too early to say anything like that. We have registered a case of accidental death and things should be clearer after the inquiry is completed and report is prepared.
There have been stories about how candidates wanted to rush from one centre to another and that is how the stampede started.
The process is designed in a manner that does not allow one candidate to go from one place to another [to apply]. I cannot comment on whether this could have led to the tragedy.
