The carcass-utilisation plant project has not moved beyond the paperwork started last year.
From the municipal corporation (MC), the file has moved to the office of the deputy commissioner (DC) for the allotment of land at Nurpur Bet village on the Hambran Road, which is not in the civic body’s jurisdiction.
The MC, so far, has not even a construction plan.
It had two ideas to run the project: either get a private partner or get 50% investment from the central government and manage the plant on its own, which seems a Herculean task.
Even the preparation of the detailed project report (DPR) is in the initial stage.
The plant will give the public relief from the stench of decaying animal flesh on the streets.
The MC had received the idea of scientific utilisation from the Punjab Pollution Control Board (PPCB).
The manual process yields only one end product: animal fat for making detergent soaps.
The carcasses are put in huge drums and boiled, which polluted the neighbourhood environment.
"The MC has identified a land at Nurpur Bet for the plant," said MC health and sanitation wing chief Amarjit Singh Sekhon, adding, "We have written to the deputy commissioner’s office for no-objection certificate."
