Traffic policing is devoid of any concrete proposals other than issuing ticket for offence, and the Punjab and Haryana high court has taken a serious view of the fact.
Punjab additional director general of police (security, law and order, and traffic) Dinkar Gupta on Tuesday conveyed this officially to all police commissioners and senior superintendents in the state. He said it was a matter of great regret that the field units did not implement the high court directions received from time to time.
ADGP said the high court had given the officers concerned a fortnight to change; and if they didn't, it would be the contempt of court. The police commissioners of Amritsar, Jalandhar and Ludhiana will have to be present in the high court during the next hearing on Friday.
On October 4, justice Rajiv Bhalla of the high court had ordered the ADGP (traffic) to instruct all SSPs to deploy traffic policemen at vantage points in all cities. The ADGP has called a list of these points and deployment to his office and told the commissioners and SSPs to work out comprehensive traffic plans for various cities, towns, highways, and roads; and send a monthly report to the office of the inspector general of traffic police.
The ADGP has asked for special campaign against speeding and drink driving to reduce the accident rate. There will also be regular campaigns against tinted screens, hooters, and illegal red beacons, besides special care to ensure that school buses function under guidelines issued by the state authorities.
