The state government has notified the scheme for establishment and roll-out of common service centres (CSCs) under the name and style of "Haryana e-seva" throughout the state following a private entrepreneurship business model, in line with the approach envisaged by government of India.
Stating that the department of electronics and information technology was the nodal department for this purpose, an official release on Tuesday said that a convergence model had been envisaged wherein the CSC was authorised to transact businesses and deliver a rich basket of relevant services to the citizens from multiple government departments, enterprises and agencies, besides the private and financial sectors.
This convergence was sought to be achieved by clubbing services like issuance of birth certificate, death certificate, nakal (copy) of jamabandi, caste certificate, besides others.
The IT department had developed an in-house application platform known as the "integrated village information and service delivery system" (IVISS) with a facility to accept all government and non-government payments at the CSC.
A memorandum of understanding (MoU) had been entered with CSC-SPV India Ltd, a special purpose vehicle (SPV) for providing services like mobile phone bills and top-ups, PAN card, voter card for delivery through the CSCs.
About 2,500 CSCs were planned to be established across the state in the next about two years' time, the release said.
