Himachal chief minister Virbhadra Singh on Friday tabled a supplementary budget of Rs 2,102 crore on the second day of the budget session of Vidhan Sabha.
Of the total sum, Rs 1,270 crore (60%) has been put under the non-plan head, Rs 352 crore (17%) for the planned schemes and Rs 479 crore (23%) under the Centre-sponsored scheme (CSS). The government has earmarked Rs 1,774 crore as voted expenditure and remaining Rs 328 crore as charged expenditure.
Under the non-plan expenditure, Rs 527 crore have been earmarked against subsidy to Himachal Pradesh state electricity board (HPSEB) on account of tariff roll back and payment to government-owned Satluj Jal Vidyut Nigam (SJVNL) on account of generation tariff; Rs 158 crore for payment of interest on loans taken by the state government and Rs 126 crore for repayment of loans. Rs 177 crore has been proposed for road transport due to requirement for purchase of new vehicle, clear the pending liability of State Road Tax (SRT), grant for salary of Himachal Roadways Transport Corporation (HRTC) employees and refund of value added tax (VAT) for the purchase of buses under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).
Under the plan schemes, Rs 124 crore have been earmarked for Mid Day Meal and grant to PTA, Rs 117 crore for construction of various roads, buildings and bridges, Rs 28 crore for construction of buildings of new medical colleges and Deen Dayal Upadhyay (DDU) hospital and Rs 117 crore for repairs of roads and bridges.
Under the different schemes sponsored by the Centre, a provision of Rs 69 crore has been made for the National Health Mission, Rs 47 crore for Sarv Shiksha Abhiyan, Rs 34 crore for JNNURM, Rs 32 crore for repair of damaged water supply schemes and Rs 25 crore for purchase of agriculture inputs.

{{/usCountry}}For Indira Awas Yojana, Rs 20 crore have been earmarked, Rs 21 crore for construction of buildings of medical colleges, Rs 11 crore for special nutrition programme for Scheduled Castes (SC) and Scheduled Tribes (ST), Rs 11 crore for expenditure on degree colleges and Rs 6 crore for Swachh Bharat Mission.
Revenue part of the supplementary budget was Rs 1612 crore while capital part Rs 490 crore, of which Rs 1,775 crore was voted expenditure and Rs 328 crore as charged expenditure.
