The two-member inquiry committee formed by the commissionerate police into the alleged threats faced by the mother of 16-year-old rape victim from Chopra Colony has put the role of the Bhargo camp police under scanner.The committee, headed by an IPS officer, has submitted that the police failed to take effective measures to arrest the accused in the case.
The investigation by police officials, the panel says, was at a snail' pace. Shockingly, the report reveals that no application was filed in court to declare the accused as "proclaimed offenders".
Even three months after the case was registered, police officials claimed that the proceedings of declaring the accused as proclaimed offenders had started. But if one goes by the inquiry report, application was not attached in the case file when they checked its records.
Additional deputy commissioner of police (headquarters) Naveen Singla and assistant commissioner of police Richa was asked to investigate by deputy commissioner of police Rahul S after HT reported threats to victim's mother on March 12.
The report says there are many "shortcomings" in the investigation of the case. The committee members found that the police had not made much effort to arrest the accused.
The committee members met the rape victim's mother on March 15 at her house in Chopra Colony and recorded her statement. They also submitted that she was called by the Bhargo camp police on March 12.
The mother had also received a call on her mobile number but was not threatening. Further, team members also asked her whether she need security or not, but she denied accepting offer.

The committee members said Dr Amrit Kaur, who was booked in the case on the charges of carrying victim's abortion, had filed application that girl was not minor and her age was 18 for which medical examination should be conducted. The report, however, did not suggest any action against the officials concerned for an undue delay in the case. After HT carried a report on March 12, the case was shifted out of the Bhargo camp police station.
