Overcharging case: parking contractor blacklisted

After blacklisting the contractor Bhola and Co, the district administration is planning to conduct new auction for the multilevel parking lot at the mini-secretariat.

After finding that the contractor was habitual of overcharging, the deputy commissioner blacklisted him. Now, he cannot participate in any kind of next auction under the district administration.

On the other hand, complainant Kuldeep Singh Khaira expressed that he will move the Punjab and Haryana high court, as the district administration had not yet cancelled the current agreement (2014-15) with the Bhola & Co. Meanwhile, an official of the district administration claimed that they have no other option to handle this parking lot at present.

According to deputy commissioner’s office, the contractor had failed to submit the pending dues equal to bank guarantee at Zila Najar’s office at the mini-secretariat.

The inquiry report by a sub-divisional magistrate also stated that the contractor was habitual of overcharging and they never mentioned the prescribed fee rates on slips issued to the visitors. Besides, the parking lot staff had violated the norms by overcharging from visitors.

“I have decided to move the high court, as the action taken by deputy commissioner is not sufficient. I had also provided video recording with my complaints that how the staff was overcharging, but current agreement has still not been cancelled,” he said.

According to the officials, contractor Miki Sahni and his partners under Bhola and Co can’t participate in any kind of auction by the district administration.

DC Rajat Agarwal said the contractor was blacklisted, adding that they have not cancelled the current contract. They were going to organise an auction soon, and this contractor couldn’t participate in it, he added.

A visitor to the multilevel parking lot said, “The authorities should cancel the contract as soon as possible. If no contractor is ready to handle this multilevel parking, the district administration should allow visitors to use it for free. Actually we wanted that the contract should be given to only a genuine person in future.”

Earlier, this contractor had also relinquished the agreement of parking lots (under MC) on Ferozepur Road.
