The Punjab government has issued guidelines for general postings and transfers in the state in the year 2016-17. An official spokesman said on Thursday here that transfers would be done up to May 31, kept to bare minimum, and made against vacant posts except where justified on administrative or compassionate grounds.
Where both husband and wife are government employees, they would be kept at one station for not more than five years and, thereafter, transferred as per the policy. The same rule will apply to cases where the wife is in government service but the husband is in a private job. Efforts will be made to post unmarried women and widows at preferred stations, and they’d get preference over couples in postings and transfers at convenient stations.
The state government would be considerate in posting and transferring disabled and blind employees. In the case of government employees raising mentally challenged children, efforts would be made to post them at the place of choice. A minimum stay would be of three years and maximum of five.
For employees transferable within the state, Group ‘A’ and ‘B’ officers particularly, none will be allowed to serve in one district beyond seven years in particular office, while sensitive seats (associated with public dealing, establishment, monetary sanctions etc.) would be defined clearly and allowed to be occupied for two years at the most.

No employee will be transferred before completing a minimum term of three years, except under rare circumstances of punishment or administrative reasons that are spelt out clearly. The employees or officers posted in the border, Bet (adjoining rivers) and Kandi sub-mountainous) areas will be give a minimum stay of two years.
