Talking to the media here on Thursday, Singla said that all sewage treatment plants being inaugurated by chief minister Parkash Singh Badal and his deputy are funded by the centre government, and the state government will bear only 30 per cent of the expenditure.

"It is surprising that the deputy chief minister was inaugurating these projects, even without approval from the centre government, which would bear 70 per cent cost", he said adding: "I would like to ask him, whether the Punjab government, which does not have enough money even to pay the salaries of its employees, could complete these projects without central aid".

On the four-year delay in the approval of these projects, he said: "I am raising this demand of sewerage plants for all towns of my constituency for the past four years, but the process took time and the projects are still waiting for approval from the centre".

This has irked the Congress leadership in the state, which claim that while they were raising this demand with the Congress-led UPA government at the centre but now the SAD-BJP government was in a hurry to lay the foundation stones for these projects before the model code of conduct comes into force.
