Hamas lead negotiator Khalil al-Hayya has said the group is willing to give up its weapons “if the occupation ends,” telling Al Jazeera that Hamas’s arms are linked to “the presence of occupation and aggression.” His remarks—reported by The Times of Israel on October 26—sparked confusion about whether he referred to Gaza or Israel’s existence as “occupied territory.” Al-Hayya indicated that weapons would be handed to a Palestinian state or national administration once established under UN supervision, as part of a fragile Trump-brokered ceasefire. Hamas also confirmed cooperation with other Palestinian factions on forming a governing body in Gaza and accepting potential UN peacekeepers. The U.S. and Israel maintain that full Hamas disarmament is a core demand in their 20-point peace plan.
