10% quota for poor: Arun Jaitley on why SC cap of 50% won’t be a problem

Union Finance Minister Arun Jaitley on Tuesday spoke on 10% quota for 'poor upper castes' in Lok Sabha. The minister elucidated on how the new quota does not affect the Supreme Court's 50% cap on reservations. “There was no provision for the reservation of economically weaker section in Article 15 and 16. When certain states tried to enact this quota, they always failed due to lack of a source of power. Reservations were only restricted to SC-ST, socially and educationally backward people. The 50% cap laid by the court is only for Article 16 (4) stating caste-based reservations.”, said Arun Jaitley.
