Not honesty but monopoly is the rule : Bedi

Reacting over the reports of the transfer of IAS officer Durga Shakti Nagpal, former IPS officer Kiran Bedi said it has been a rule for a long time. Bedi said that those officers who perform and outshine others are transferred by their seniors or the politicians and there is no security of tenure for the civil servants. She added that it is because of the media that such cases are now coming to light.
