President Trump outlines a plan for U.S. oil majors to “rapidly rebuild” Venezuela’s oil sector, claiming Caracas has already sent 30 million barrels of oil—worth about $4 billion—to the United States and promising “total security” for American companies operating there . He says the U.S. will decide which companies are allowed to enter Venezuela, stresses that firms will be “dealing with us directly, not Venezuela,” and argues that this new arrangement will massively boost production for the benefit of the U.S., Venezuela, and the “entire world”.
