In his letter, Digvijaya has said that during Congress rule, fee was not charged from students appearing through the public service commission or panchayats.

He said the policy was changed during BJP rule. The PEB has charged exam fee from 1.20 crore students. He said that since the exams conducted by PEB were compromised and list of students to be selected had been made prior to the exam being held, the exam fee should be returned to them.

Further in the letter, Digvijaya Singh has said that during Congress rule only students who had completed their class X and XII from Madhya Pradesh were eligible for employment.

The BJP government changed this resulting in injustice on students from MP. He said that the state government should consider appointed only those students in jobs in the government who have done their class X and XII from Madhya Pradesh.
