Traditionally strong employers like those from services, finance and real estate have shown the weakest intention.

The survey measures “Net Employment Outlook” for any sector by subtracting the percentage of employers in the sector who are looking to hire from those who expect to see a decline in staff.

For the “public administration and education” category, the outlook comes to 38 per cent in seasonally adjusted calculations, followed by 21 per cent in “mining and construction.” A Manpower official said for India, the public administration category includes state-owned banks and companies.

“The field work was done at the end of April so the survey is not a reflection of the post election scenario (when the mood improved),” Naresh Malhan, managing director, Manpower India said.
