In the representation, CNVM demanded flats/plots to the oustees of Chandigarh against the land acquired. Members contended that the Chandigarh administration had acquired a large chunk of agricultural land for the development of Chandigarh, but had not allotted any plot/flats to the land owners under a proper scheme for the oustees.

The CNVM also objected to the move of estate office sealing as many as six commercial sites, including three hotels, without serving any notice. The estate office had sealed six buildings on April 23 for violation of building bylaws.

In the representation, members also demanded for regularisation of need-based violations in group housing cooperative societies and flats allotted by the Chandigarh Housing Board.

The body also stressed for regularisation of construction outside Lal Dora in Chandigarh villages. Lal dora refers to that part of the village land which is part of the village habitation and can be used for non-agricultural purpose only. This acts as the boundary within which the overarching norms of the local body or development authority do not apply.

Even seven years after submitting an affidavit in the court, the administration has failed to keep its commitment of regularising construction outside the Lal Dora.
