Five Haryana Housing Board among seven booked for land fraud

On the complaint of Haryana housing board chief administrator RS Kharab, the police have registered a case against five Board officials and two allottees for land fraud in colonies of Sector 11 and 12 in Panipat.

On the complaint of Haryana housing board chief administrator RS Kharab, the police have registered a case against five Board officials and two allottees for land fraud in colonies of Sector 11 and 12 in Panipat.

The case has been registered under prevention of corruption Act, cheating, forgery, criminal conspiracy, criminal breach of trust, fabricating false evidence and destruction of documents.

FIR as per Kharab's allegations
The approval of allotment of 187 sq yard of land to Manohar Lal and 174 sq yard to Sham Lal, which was in use by Haryana Urban Development Authority (HUDA) and Uttar Haryana Bijli Vitran Nigam (UHBVN), has been done by town planner Vibha Walia without processing the case and taking approval from the competent authority - the chief administrator.

Even the availability of land for allotment was not got confirmed from the concerned executive. The allotment of land has been made by estate managers in haste without verifying the site position and all other actions i.e. issuance of no-due certificate and execution of conveyance deed have been taken in haste by deviating from the normal procedure. The land in question was located close to the houses of both Manohar Lal and Sham Lal.

On the requests of allottees, Walia made the allotment of 187 sq yard to Manohar Lal against the approval of 150 sq yard and 174 sq yard to Sham Lal against the approval of 119 sq yard. She did this at her own level on the basis of old approval of SP Gupta after two years in February this year.

Panipat estate manager Roshan Lal issued the formal allotment of letter and got the conveyance deed executed to one allottee without getting the status of land verified from executive engineer of Karnal. He allegedly acted in haste and did not follow the usual procedure. Similarly, estate manager Mahinder Singh benefited the other allottee.

Assistant engineer HL Chopra and assistant sub-divisional engineer Des Raj showed negligence while giving physical possession of land to allottees. They should have informed the executive engineer and estate manager about the exact status of land.
