The Punjab and Haryana high court on Thursday directed the director general of police (DGP), Punjab, to look into the complaint regarding alleged back-door entry of a police constable, purportedly made at the instance of retired deputy inspector general (DIG) HS Chahal.
The HC directions came on a petition filed by one Gurpreet Singh, who had submitted that Chahal, who was then senior superintendent of police (SSP), Sangrur, had sent a recommendation to then DGP in 2005 that Simarjeet Singh be appointed as a constable.
Gurpreet claimed that Chahal had falsely stated in the letter that Gurnam Singh, Simarjeet’s father, was giving secret information to the police regarding activities of terrorists, and had thus helped the police a lot. But Chahal concealed the fact that Gurnam was his brother-in-law, Gurpreet alleged.
The DGP, acting on the said recommendation, directed Simarjeet’s enrolment without any transparent procedure being followed before making his appointment, the petitioner had submitted. Simarjeet is now posted as an assistant sub-inspector (ASI).
The petitioner has argued that on his written complaint, an inquiry was conducted by the DIG, Patiala, who submitted his report without addressing the real issues raised in the complaint, and it was casually observed that answers to the questions raised would be known to Chahal only -- and that the DGP had made the appointment under his powers -- and closed the inquiry.
