The decision came from the division bench headed by chief justice Sanjay Kishan Kaul on a public interest litigation filed by advocate Santokh Singh of Ludhiana.

Dismissing the petition, the high court observed that the Act permitted multiple lottery schemes and the limit of 24 draws per week was with regard to each such lottery scheme and it was not one draw in a week for any single lottery as projected by the petitioner.
