The matter came to light when Shravan Kumar after his transfer handed over the charge of his office to the new head teacher, who refused to take charge of Rs 3.5 lakh issued by the education department for the construction of toilets and school building in 2010 and 2011.

Sundernagar block education officer Ambika Ram Yadav conducted an inquiry into the matter and submitted a report to RK Vidyarthi, deputy director, primary education.

Vidyarthi said the head teacher withdrew funds, but never used it for the construction and now the department would recover the amount in the first instance and strict action against the erring teacher would be taken later.
