He succeeded Upkar Singh and is now posted as director (IT) Chandigarh.

Kumar's appointment came at a crucial juncture, when the UT administration and management of private schools were at loggerheads over the implementation of various provisions of the Right to Education (RTE) Act in private schools across the UT.

He was previously posted as additional commissioner, Transport Department, Haryana, and played an instrumental role in starting the Volvo online booking service. He was earlier posted as additional commissioner in Chandigarh Municipal Corporation from 2009-11.

"I have a development-oriented goal and would like to get a brief of the department before drafting any new plans and policies," said Kumar.
