Karnal forensic lab officers under scanner for giving false report

The functioning of officers of the Forensic Science Laboratory (FSL), Madhuban, in Karnal, has again come under cloud. This time, the National Human Rights Commission (NHRC) has taken cognisance of a complaint against five officers, including FSL director Dr Jagdish Ram, for allegedly giving false reports and asked for a report from the Haryana director general of police.

The functioning of officers of the Forensic Science Laboratory (FSL), Madhuban, in Karnal, has again come under cloud. This time, the National Human Rights Commission (NHRC) has taken cognisance of a complaint against five officers, including FSL director Dr Jagdish Ram, for allegedly giving false reports and asked for a report from the Haryana director general of police.

Despite the fact that FSL director Dr Jagdish Ram is facing a case in the Punjab and Haryana high court for giving a false report in a murder case, the DGP office has asked him to send the action taken report. “It is also requested to inform the complainant about the action taken in the matter. It may be treated as most urgent,” says DGP office letter dated September 18 to the FSL director.

The FSL director said, “We have received the letter from the DGP’s office. I have asked the officers mentioned in the letter to give their reply. The officers are assistant director, lie detection, Surinder Singh; assistant director Anita Kadyan, senior scientific officer Priya and assistant director Kanta Malik. My name has also been mentioned but that matter is pending before the high court. We will soon send our report to the DGP.”
A resident of Karnal, Devinder Kumar, ha d approached the NHRC seeking action against five officers of FSL for allegedly giving false reports.

Later, the Supreme Court had also upheld the judgment in 2011. On February 18, the high court asked for compliance report from the FSL. In the meantime, the then Congress government promoted Ram as director of FSL.

“I am innocent. With the final order of the court, the truth will come out. I had handled 30,000 viscera and my report had never been found incorrect. These complaints and cases are result of groupism in the FSL,” said Dr Jagdish Ram.
