The Lokayukta, Haryana, justice Pritam Pal, has recommended an inquiry into the alleged shoddy investigation by an assistant sub-inspector of police in a suicide case.
Disposing of a two-year-old complaint by one Virender Singh, resident of Manpur village, in Palwal district against ASI Prithvi Raj, police station, Hathin, Palwal district, the Lokayukta held that the conduct of the accused ASI did not appear to be just and fair and it was recommended to the competent authority that a proper inquiry be conducted against him by an officer of high integrity, and after fixing the responsibility appropriate action be taken against him.
According to official information, the complaint by Virender Singh whose daughter Dolly had reportedly eloped with a youth Ram Kishan, and later both of them were reportedly found to have been run over by a train in the bordering Uttar Pradesh, earlier pertained to allegations against one ASI Sultan Singh, inquiry officer, police station, Hathin, who allegedly had colluded with the accused, the family members of the deceased boy and had not mentioned the charges under section 306 (abetment to suicide) and 120-B (criminal conspiracy) of the IPC. The allegations against the ASI were that he did not act swiftly in connection with the disappearance of the daughter of the complainant.
However, a suicide note was allegedly recovered from the spot, which was said to be that of the girl, the handwriting of which was sent to Forensic Science Laboratory, Madhuban, for comparison, which authenticated it.
The complainant later alleged that the police had sent the cancellation report of the case mainly on the basis of the statement by one Lala Ram, son of Rattan Singh, resident of Manpur village, showing him to be the sarpanch of the village whereas it was revealed that in fact, he was not sarpanch of the village and that his statement was recorded at the house of Khauba, mother of deceased Ram Kishan.

The Lokayukta thus recommended an inquiry against him and sought the action taken report within three months as required under section 17(2) of the Haryana Lokayukta Act, 2002.
