The PDP members amid shouts alleged that the Bill was cleared by the
Lower House but rejected in the Upper House by the National Conference and Congress members.

Both National Conference and Congress have majority in both the Houses and they can pass or reject a Bill.

The PDP legislators disrupted the Assembly proceedings on the Bill demanding establishment of Islamic University in Srinagar.

The Bill was passed last year by the Jammu and Kashmir assembly but Upper House rejected it and referred it to the select committee.

Accusing the government of stalling the Bill in the Upper House, PDP member Javed Mustafa Mir had also moved private member bill demanding establishing of Islamic University but it was not listed in today's business.

Mustafa Mir tore the document in the House amid pandemonium while the entire PDP later staged a walkout of the House.
