The PGI authorities again tried to evade their responsibility in the Anupama death case in the affidavit that was filed before the UT state consumer commission on Friday.
Dr Sameer Aggarwal, nodal officer, PGI, submitted the affidavit in reply to the questionnaire submitted by advocate Pankaj Chandgothia, counsel for Anupama's parents.
Chandgothia had asked 22 questions relating to the treatment of Anupama and the inquiry report, but the nodal officer avoided answering any question relating to the external inquiry by saying that he was not aware of the same.
Chandgothia contended that the reply was incomplete and evasive. He filed an application under Section 13(4) of the Consumer Protection Act, accusing PGI of concealing material facts and for production of inquiry reports.
Justice Sham Sunder (retd), president of the commission, heard the application and directed PGI to file a detailed reply and produce both the internal inquiry and external inquiry reports along with annexure before the commission within 10 days latest by January 21, 2013.
However, Dr Aggarwal has admitted in his reply that Anupama did not have infection/sepsis/gangrene at the time of admission. He said the antiseptic dressing was done on July 17, 18 and 19, 2012, but could not give the details of materials and medicines used.
He attached his statement which he gave before the inquiry committee. After giving details of the facilities available, he said, "In view of the above, there is always a delay in the management of these orthopaedic emergency cases. There is an acute shortage of nursing staff and resident doctors at the Advanced Trauma Centre and even the space provided in ATC is inadequate. All major and minor operations theatres should be made functional so that delay in surgeries may be reduced."
