Ruchika case: NGO under HC scanner

The basis and existence of the NGO, World Human Rights Council, which had sought an independent probe in the Ruchika molestation case, involving former Haryana DGP SPS Rathore, from day one, has come under the scanner of the Punjab and Haryana high court.

The basis and existence of the NGO, World Human Rights Council, which had sought an independent probe in the Ruchika molestation case, involving former Haryana DGP SPS Rathore, from day one, has come under the scanner of the Punjab and Haryana high court.

The petitioner NGO, headed by advocate Ranjan Lakhanpal, on Thursday could not justify its existence, accounts, funding, etc, to which the court had sought answers at the earlier hearing.

Taking the affidavit filed by the NGO on record, the division bench headed by justice SS Saron directed the CBI, UT administration and Rathore's counsel to file their replies on the affidavit.

To answer various questions raised by the bench during the hearing, the NGO also sought time to file its reply. Though the NGO informed the bench that it had filed more than 40 public interest litigations in the high court on various issues, and did not ever take government donations and had started ambulance service in Khanna in Punjab, it could not satisfy the bench.

Rathore is on bail granted by the Supreme Court on November 11, 2010, after spending around six months in Burail jail while serving a sentence of 18 months for molesting Ruchika, a 14-year-old budding tennis player, in August 1990. Later, Ruchika had committed suicide by consuming poison.
