Thakur, a 1977 batch IAS officer, retired from the post of additional chief secretary in April 2011. After her retirement Thakur headed Himachal Private Educational Institutions Regulatory Commission. Prior to her latest stint in the state government, she worked with the Commonwealth Secretariat in London from 2004 to 2008 as adviser and head of the gender section.

She had also worked as joint secretary in the ministry of women and child development and also as deputy director in Lal Bahadur Shastri National Academy of Administration Campus, Mussoorie, where she established the gender centre and mainstreamed gender training into all inputs at the academy. During her career, she had held many other positions in the IAS.

After permission given to build private universities in the state snowballed into controversy, the Bharatiya Janata Party government in July 2011 formed Private Education Institution Regulatory Commission as interface between the government and central regulatory bodies for ensuring appropriate standards.
