The Punjab and Haryana high court on Tuesday directed the Punjab Police to constitute a three-member special investigating team (SIT) to probe the case in which 16-year-old Kulwinder Singh went missing from Ludhiana in 1992.
The directions came from the court headed by justice RP Nagrath on a petition filed by Kulwinder's brother Avtar Singh. The petitioner had approached the high court in 1996, alleging that his brother was picked up by the police in 1992 when he was going to school. It was alleged that the police had bundled Kulwinder into a Gypsy with his school bag and since then he was not traceable.
The petitioner had alleged that the police had failed to probe the case of his missing brother despite numerous representations up to the level of director general of police. It was in March 2003 that the high court directed the state police to register the first information report (FIR) and probe the case.
The police had taken the stand before the court that there was neither any FIR registered against Kulwinder nor was he required by the police in any case, so there was no question of him being picked up by police.

{{/usCountry}}Appearing for the petitioner, advocate Ranjan Lakhanpal told the court on Tuesday that the petitioner was not satisfied with the police probe as the same officers were investigating the case against whom the petitioner had levelled the allegations.
The court has now directed the SIT to submit its report by March 28.
