The commission alleged that UT officials did not accommodate with them, due to which they had to make the report with the available information with them. The panel had submitted the report to UT administrator Shivraj V Patil recently.

In a letter to UT advisor KK Sharma in February 2014, member secretary, Fourth Delhi Finance Commission, KS Wahi, stated that owing to lack of cooperation and non-receipt of information from different UT officials, the panel had failed to get complete information, and had to prepare the report with the available information.

The letter further reads that all this had happened despite bringing the matter to notice of the advisor. In another letter in September 2013, Wahi had stated that the commission had sought the appointment with the state planning officer and the chief architect, but could not succeed because of some prior engagement of these officials.

In another letter on December 5, 2013, Wahi had written to the advisor that “the review meeting, which was scheduled with you ( KK Sharma), in second week of October last year, could not take place because of your pre-occupation and the commission kept waiting in Chandigarh between October 19 to October 22.”
