The existing backlog has also not been cleared yet with people given dates for February-end and March still awaiting their documents. These applicants have been given fresh deadlines for late April.

However, since the supply of smart cards has yet not been restored, there is no guarantee whether or not whether even this fresh deadline will be met.

An official said, “Even if the cards come today, it will take at least a month to clear the backlog of RCs and DLs, which is now more than 20,000. More than 500 new applications a day are also being received at the office.”

City- based advocate Ajay Jagga claimed that in October 2013, RLA officials had assured the public that department will start delivering RCs and DLs within a day or two of submitting of the application, but the initiative has remained on paper.

“We have procured the smart cards and they will be sent to the RLA by Tuesday,” he claimed
Sources said that in spite of the shortage of the smart cards, influential people managed to get their RCs and DLs through backdoor channels.
