Jammu and Kashmir administration has issued fresh advisory and asked its officials to follow standard operating procedures (SOPs) while recommending or according security details to people coming from other districts or states, said an officer privy to the development, which comes in the wake of arrest of a conman from Gujarat -- Kiran Bhai Patel.

They have been instructed to check credentials of people trying to fix meeting with them without proper procedures or communication, the official quoted above said, adding that senior government officers in J&K have also been asked to exercise extra caution while interacting with people related to non-governmental organisations that are not prominent or registered.
“We always get intimation about visit of senior officers, especially those coming from other states and districts. In case of the conman from Gujarat, there wasn’t any such information which was why he got caught. The government has now asked officers to remain more vigilant while dealing with people,” the official said.
Another officer said after the conman was arrested, the government asked the security officials to follow the SOPs while giving security to the people who are being recommended by some top officers or have dubious recommendations.
“There already is an established protocol for providing security to people in J&K. In the case of the conman, the procedure wasn’t followed at all. Now, fresh advisory has been passed to the officers on the ground,” he added.

{{/usCountry}}Kashmir police chief Vijay Kumar had on Sunday acknowledged the mistake in providing security cover to the Gujarat conman, but refused to call it an intelligence failure.
He said the police acted quickly against Patel when they got to know about the case.
