Inching closer towards the acquisition of 500 acres to establish an industrial area in Sector 101, Greater Mohali Area Development Authority (GMADA) has issued a notice to landowners. The compensation will be announced by the end of the month.
The notice has been issued under Section 21 of the Land Acquisition Act, according to which the collector shall publish the public notice on his website and cause public notice to be given at convenient places on or near the land to be taken, stating that the government intends to take possession of the land, and that claims to compensations and rehabilitation and resettlement for all interests in such land may be made to him.
The development authority will also acquire 250 acres in Sector 103 in a phased manner. A senior GMADA official said, “We have already issued notices to landowners and hopefully, the compensation will be announced by the end of March and the acquisition process will be completed by June this year.”
Sec 101 placed in ‘red’ category
In August last year, ruling out objections by residents of several nearby villages, a three-member committee had decided to assign Sector 101 to the “red” category based on pollution load, while recommending strict adherence to norms set by the Punjab Pollution Control Board (PPCB). These have a pollution index of 60 and above and are the most polluting. The other categories in ascending order of pollution load, are white (up to 20), green (21-40) and orange (41-59).
Another senior GMADA official said, “As Sector 101 is located near the airport, many multinational companies are interested in setting up their units there. The committee has recommended categorising the industrial sector as “red”, as suggested by the PPCB, with strict adherence to all norms.”
Acquisition as per new land pooling policy
For the first time on July 22 last year, the state government had introduced land pooling policy for development of industrial sectors, according to which for every one acre, landowners will get 1,100 square yards of industrial plots and 200 square yards of developed commercial plot, excluding parking, in lieu of cash compensation. Earlier, the land pooling was only for residential housing schemes.
As per the new policy, the validity of the “sahuliyat certificate” given to landowners opting for the land pooling policy and providing certain benefits to them during the purchase of equivalent value of land will be counted from the date of allotment of plot to the landowner. The previous validity was two years from the date of the announcement of the award.
Between 2001 and 2017, GMADA acquired 4,484 acres of land, 2,145 acres of which were through the land pooling policy, which was introduced in the state in 2008 and has been amended from time to time.
