New electricity connection gets easier in Delhi: No pre-visit or fee upfront

The Delhi Electricity Regulatory Commission (DERC) has simplified and sped up the process of issuing new electricity connections in the national capital, by doing away with pre-connection site inspections, according to a public notice issued by the Commission.

“No Upfront Payment for new connection. No payment is required by you at the time of application for new connection to the DISCOMS. Only Self-Declaration about the testing of internal wiring by the electrical contractor. Consumers shall submit a self-declaration that internal wiring has been tested by a Licensed Electrical Contractor (LEC),” the notice read.

Previously, officials from discoms visited the premises before approving a connection, often leading to delays, according to officials. With this requirement removed, the process is expected to become faster and more convenient.

To further ease the procedure, the commission has allowed consumers to submit a self-declaration stating that their internal wiring has been tested by a licensed electrical contractor. This replaces the need for inspection or verification by discom officials, cutting down paperwork and time, according to officials.

The DERC also made it clear that all charges for new connections will be strictly as per its approved schedule, and that discoms will not be allowed to levy any additional or hidden fee, a move aimed at preventing overcharging and protecting consumer interests.

At the same time, the regulator also strengthened the grievance redressal system. Consumers facing issues or non-compliance by discoms can approach the Consumer Grievance Redressal Forum (CGRF) of discoms. If they are not satisfied, they can further appeal to the Electricity Ombudsman, and ultimately escalate the matter to the commission, as per the notice.
