According to district administration officials, the revenue officials had reached the spot to measure land following court orders under Section 24 of the Uttar Pradesh Revenue Code (UPRC), 2006.

“This is a routine procedure of taking measurements and the team was sent after the villagers were given a notice in advance. A police team accompanied the revenue officials,” said Alok Gupta, sub-divisional magistrate, Dadri.

Officials said that a police team, including two sub-inspectors and a constable, was provided by the Ecotech 3 police station. However, due to some confusion over jurisdiction, the team left midway, leaving the revenue officials on the spot. The revenue team included revenue inspector Vinod Kumar, along with a kanungo (revenue clerk) and lekhpals (who maintain land records) Chandvir, Darshan Kumar and Arvind Srivastava.

“The police team left as personnel from another police station were supposed to replace them. As soon as the police left, the local villagers started threatening us. They beat up the revenue inspector and were also threatening to use a gun. They also hurled caste-based abuses,” said lekhpal Dimple Yadav, Dadri tehsil president of the Lekhpal Sangh, who was also at the spot.

“A case has been registered and police teams are trying to arrest the suspects,” said Pramhansh Tiwary, station house officer (SHO), Phase 2 police station.

“The jurisdiction issue between the police stations took a long time to get resolved and the FIR was not registered till 1am, that too after the intervention of senior officials, including the ADM and SDM. Even now, the miscreants have not been arrested. If they are not arrested by Wednesday, we will meet the district magistrate and police commissioner,” said lekhpal Yadav.

The suspects have been identified as Vikas and Kuldeep, who are brothers and residents of Bisrakh Jalalpur village. A case has been registered against them under sections 323, 504, 506, 332, 353 and 427 of the Indian Penal Code (IPC) and relevant sections of the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989, police added.
