Mussoorie Dehradun Development Authority (MDDA) is unable to implement its market redevelopment plan due to dilly-dally approach of the state government.
Sources in the MDDA said the market redevelopment plan in the state capital's prime location -- between Clock Tower and Prabha Cinema -- has been stalled as the state government is yet to give its approval. According to the MDDA officials, there are three issues which are awaiting the state government’s clearance.
Firstly, the ownership papers of the affected traders have not yet been approved by the urban development ministry.
Secondly, the rehabilitation policy for the traders and lastly the model of the new proposed market are also awaiting the government’s nod.
Though the MDDA issued acquisition notices to the traders -- whose shops lie in the area earmarked for the redevelopment plan -- the state government did not give its nod to carry out the acquisition and demarcation work.
The land acquisition process has been delayed by nearly one and half years.
"We had sent the market redevelopment plan to the state government immediately after imposing section 6 of the act in February 2014 but the latter is yet to clear the model of the new plan and rehabilitation policy. We are awaiting the state government’s nod even as acquisition process is on," said MDDA vice chairman Meenakshi Sundaram.
MDDA had come up with its flashy market redevelopment plan in 2013 to replace the present market structure. Implementation of the market redevelopment plan was to be taken up on public private partnership mode though a section of the traders did not approve of it.
