Airlines told to refund airport fee to passengers

The Directorate General of Civil Aviation (DGCA) has asked airlines to refund airport development fee (ADF) already collected from passengers on account of advance bookings.

The country’s civil aviation regulator has asked the airlines to refund the amount as per their procedures in a recent circular.

On June 1, 2011, the Delhi high court had ordered the private airport operator Delhi International Airport Limited (DIAL) to stop collecting an ADF of Rs200 from domestic passengers and Rs1,300 from international passengers.

The high court had ordered DIAL not to levy and collect any development fee at the

IGI Airport until an appropriate order is passed by the Airports Economic Regulatory Authority.

After the order, DIAL had asked airlines to stop including ADF in the fares with immediate effect. However, passengers who had booked their tickets in advance before June 1, 2011, had already paid the ADF as part of the fare.
