Jha, a topper in his 2002 batch, is alleged to have misbehaved with the co-passenger and the airline crew. He was transferred back following a complaint lodged with government.
Government has not divulged the identity of the co-passenger but media reports say that she was the wife of an Indian diplomat, posted to Washington and from IAS cadre.
"Jha is back. And now that he is back certainly the incident will be investigated thoroughly and the competent authority will take a decision," government sources said.
