Two press officers and Indian Information Service cadres, Archana Dutta and DS Malik, met same fate last week.
Despite their eagerness, both officers could not become press secretary to President Pranab Mukherjee. Dutta was the press secretary at Rashtrapati Bhavan during the tenure of Pratibha Patil but had to go out as she completed five years there. Malik served Mukherjee in finance ministry but couldn't make it to the Rashtrapati Bhavan. Malik's junior in North Block, Shamima Siddiqui, however, joined Mukherjee's new team and will work under Venu Rajamony, the new press secretary to the President.
Govt’s predicament over tainted Lalli
The government is finding it difficult to let go BS Lalli, former CEO of Prasar Bharati and an accused in the Commonwealth Games scam, despite a closure report filed by the CBI. Officials said an arbitration case of Rs. 250 crore against London based SIS Live is being contested on the pretext that Lalli and other government officials had wrongly favoured the company. “If Lalli is innocent then there would be no case against SIS live and the government will have to pay substantial amount to them,” an official said.
Aviation ministry gets new secretary
A new post of joint secretary (JS) has been created in the aviation ministry, which will now have four JS-level officials. Prabhat Kumar, a UP cadre IAS official, will be the fourth JS. Kumar will handle the important portfolio of Air India along with bilateral agreements.

In a move aimed at preventing civil servants from presenting the government with a fait accompli, all government departments will have to take approval from the Cabinet Secretary before handing out all-paid invitations to foreign delegates for conferences and seminars. The finance ministry's restriction comes in view of instances where departments needlessly committed the government to all-paid invitations and then asked for financial approval.
