SC, ST slum dwellers to be given free houses

Slum-dwellers from the Scheduled Caste and Scheduled Tribe communities — eligible for flats under the Rajiv Ratan Awas Yojana — will now get houses for free. HT reports.

The Delhi cabinet on Monday approved the proposal to waive off the government’s share of Rs 60,000 for each dwelling unit — which is recovered from the allottee — if an SC or ST family gets a flat built under the scheme.

"The Delhi SC and ST Commission will pay the amount on behalf of the families from these two categories. The Central government and the land owning agency will also make their contribution," chief minister Sheila Dikshit said, adding that SC and ST families will get the flats for free.

Dikshit said the government will start allotment process of nearly 5,000 low-cost flats to slum-dwellers by next month. And out of the total allotees, SC and ST beneficiaries will not have to make any contribution to the government.

The government had earlier decided to begin the process of relocation of 33 slums by allocating low-cost houses to eligible families as construction of 9,660 flats has been completed and another 5,168 are nearing completion

In another decision, the Delhi government has decided "in principle" not to hand over the maintenance of two observation homes for mentally challenged people to NGOs as was planned earlier. The two observation homes — one at Dwarka and the other at Bindapur in southwest Delhi — were set up to decongest Asha Kiran home which witnessed a spate of deaths of inmates last year. But failing to appoint competent NGOs to run the homes, the government has now decided to operate them on its own.

The decision to set up the two new homes was taken as 738 inmates were staying in Asha Kiran observation home in Rohini against its capacity of 350. Moreover, a government panel had blamed congestion for the deaths of some of the inmates.
