With an aim to overhaul the defunct employment exchanges in India, the Centre has proposed setting up a national career service that will act as a as a one-stop platform for all career-related services.
Modelled on a similar initiative by the UK government, the labour ministry has uploaded the broad contours of the service which includes career centres and a national portal on mygov.in — the citizen engagement platform asking people to pitch with their ideas.
“The project envisions a network of career centres for providing a variety of employment related services and develop a national portal to facilitate registration of job-seekers, job providers, intermediaries etc. and provide job matching services in a transparent manner,” the proposal said.
The NCS will provide variety of services including registrations for jobseekers and employers, job posting, career counselling, aptitude assessment, job matching, information on availability of courses at educational institutions, training providers, guidance on self-employment and entrepreneurship etc.
While the government is ready with its broad framework, specifics like coverage of career centre in terms of its geographical catchment, sectoral thrust, special focus groups; implementing agency for the career centres, and the technology platform for the service is yet to be worked out, a labour ministry official said.

Finance minister Arun Jaitley in his maiden budget speech in July had spoken about restructuring the 956 exchanges that have more than four crore registered job seekers but a very low placement record.
