NPR oustees hope for relief from high court on Monday

The oustees have filed contempt in the high court against the Haryana Urban Development Authority (Huda) for not acknowledging them as genuine and eligible owners to be covered under the rehabilitation plan of the Haryana government

More than 250 oustees of the northern peripheral road (NPR) have set their hopes of a relief on the Punjab and Haryana High Court which is to hear their contempt plea on Monday. The oustees have filed contempt in the high court against the Haryana Urban Development Authority (Huda) for not acknowledging them as genuine and eligible owners to be covered under the rehabilitation plan of the Haryana government.

The Huda had received 568 applications from the plot cum property owners located along the NPR, which is also known as Dwarka Expressway, demanding alternate plots after their lands were acquired by the government for construction of the 18-km expressway connecting Delhi in Dwarka and NH 8 in Gurgaon near Kherki Daula Toll in 2006-07.

The Huda acknowledged the claims of plot owners who have original registry or set up houses over there under the rehabilitation scheme.

However, the oustees holding general and special power of attorney (GPA-SPA) had been left out of the scheme and later filed a petition in the high court in 2010-11. In May 2015, the court directed Huda to also make them beneficiaries them under the scheme.

“In August 2016, the Huda’s plot draw plan did not include GPA-SPA holders and we filed contempt plea in the high court. There are multiple contempt petitions in the high court by several individuals,” Ram Babu Sharma, a GPA holder said adding that he along with others would reach Chandigarh on Monday for the hearing.

“Our demand for alternate plots is justified and even the court had acknowledged our claims earlier. However, the Huda violated the court’s directive. We want to apprise the court of what Huda did, as it amounts to contempt,” Rishi Raj rana, the area councilor, said.

Yashpal Yadav, administrator, Huda, said, “We have already filed an appeal for early hearing on GPA/SPA holders and everything depends on that.”
