Bihar government to give revised pay scales to its employees with May salary

About 3.65 Bihar government employees and six lakh pensioners are expected to benefit from the move to give revised pay scales, with effect from the current month.

Bihar government employees will get their revised pay scales as per the seventh pay scale recommendations, already adopted by the state government, from their May salaries. The state finance department likely to issue the notification to this effect, in next four or five days.

Around 3.65 lakh state employees and six lakh pensioners will be benefitted from the revised pay structure.

Informed sources said the finance department has already set the ball rolling to prepare a detailed notification carrying full details of the revised pay scale and allowances, as per the fitment committee report, prepared and submitted by former chief secretary G S Kang, on Monday. The cabinet approved it on Tuesday.

Reached for his comment, principal secretary, finance, Ravi Mittal confirmed that the department was preparing to issue the notification in next few days. “ We want the revised pay scale to be given at the earliest,” he said.

Sources said the department’s notification would allow the DDOs( drawing and disbursing officers) in various departments to calculate the revised pay scale as per the grade pay.

Officials said the issuance of notification for the revised pay, as per the recommendations of the new pay commission, was a long drawn and complicated process, a reason why the central government took one- and- a – half months to give the revised pay after the submission of the pay panel’s report.

“But the state government does not want to take so much time. The issues of allowance and other aspects would be also addressed within next few months,” said another finance officer.

The new pay scale would see state employees taking home more money as there has been a hike of 14-15 % in their pay scale. A state employee in joint secretary rank,in the scale of over Rs 1 lakh, would get an increase of Rs 15,000 even as somebody at junior level, in Rs 50,000 scale, would get a Rs 7,500 hike.

So far, the associations of different cadres, be it Bihar Administrative Service ( BAS) , Bihar health service, Bihar Police Service ( BPS) or engineering cadre, have not given their official reaction on the fitment committee report. Representatives of the employee bodies said they were studying the fitment report and verifying whether there were any anomalies in the new pay scale fixed by the state government.

“ We will issue a formal statement on the revised pay scale in next two days,” said, Sushil Singh, president of Bihar Administrative Service Association ( BASA).
