The accused had allegedly planned a bomb blast in the city in the month of Ramzan and was to receive some weapons from Syria, ATS inspector Manik Bendre said.
Bendre said Naser Bin Abubakar Yafai came in contact with the terror outfit through internet and had renewed his passport to visit Syria.
Yafai, a resident of the Gadiwan locality in the city, had frequent discussions with one Farooq from Syria, the officer said.
He was arrested on Thursday and a case against him was registered at Kalachauki police station in Mumbai.
Parbhani police said the accused has been remanded to a seven-day police custody by the railway court of Aurangabad.
