'Accused officer dictated 1st affidavit'

The Central Bureau of Investigation (CBI), which on Thursday submitted a supplementary chargesheet in the Ishrat Jahan fake encounter probe, established that a chargesheeted accused — a former Intelligence Bureau senior official — had allegedly dictated the Ministry of Home Affairs (MHA)’s first affidavit that described the encounter as genuine.

“We got fresh evidence, after filing of the first chargesheet in July 2013, that the retired senior IB official had dictated the contents of the MHA’s first affidavit that called the Ishrat encounter genuine. He was part of the fake encounter’s conspiracy too,” said a CBI source.

The first affidavit was submitted in the Gujarat HC by MHA’ s then under secretary RVS Mani in 2009 and was cleared by the then top home ministry authorities, including two of his seniors.

The source also said that IB had not allegedly provided to it key details, including log and call details, on the movement of four of its then officials, who have been chargesheeted— on the day of the alleged fake encounter on grounds that they “got destroyed.”
