The scheme was launched as industries that have violated norms of ownership transfers, leasing, building bye-laws and zoning were not coming forward for the regularisation of these transactions, fearing penalties. Such instances were more in areas like Udyog Vihar, Gurgaon, IMT Manesar, Bawal, Kundli and Faridabad, he said.

Under the scheme, all cases of unauthorised transfer of plots, on which industries have been running for one year or more, can be considered for regularisation on payment of transfer fee at the current rate along with interest at 11% per annum from the date of agreement to sale.

No penalty will be charged in case of single transfer. Sale or conveyance deed would be executed at the cost of the transferee, the spokesperson said, adding in case of multiple transfers, the cases would be considered for regularisation by charging twice the transfer fee along with interest at a rate of 11% per annum from the date of agreement to sale.
