This is the second complaint filed against the IT minister, the first one being made by a panchayat member Dilip Diukar on Sunday.

"The complaint alleges that the minister-led Information Technology Corporation Limited gave away 1,80,000 square metres of land at an average rate of Rs 4,500 per sq metre as against Rs 20,000 to Rs 35,000 per sq metre prevalent in that area," said Aires Rodrigues, spokesman of UTT Goenkara, the organisation that filed the complaint on Monday.

Rodrigues said the complaint also holds Corporation's officials responsible in the case.

The organisation has filed complaint under Section 7 and 13 of the Prevention of Corruption Act and also Sections 406 and 409 of the Indian Penal Code.

The Rajiv Gandhi IT habitat (or park) coming up at Donapaula plateau in Taleigao village near here is in midst of controversy as local people, led by legislator Atansio Monserratte, are opposing it. The protesters have labeled it as a "real estate scam in the name of IT."
