Another fake appointment in Health Dept comes to light

The infamous fake appointment scam, that exposed the nexus between State Health Directorate officials and a gang operating in Eastern UP, is back to haunt the CMO office, Allahabad. The scam had rocked the State Health Directorate about one-and-a-half years ago, which later forced the authorities to launch a massive drive to identify employees working in health departments on the basis of fake appointment and transfer orders.

The infamous fake appointment scam, that exposed the nexus between State Health Directorate officials and a gang operating in Eastern UP, is back to haunt the CMO office, Allahabad.

The scam had rocked the State Health Directorate about one-and-a-half years ago, which later forced the authorities to launch a massive drive to identify employees working in health departments on the basis of fake appointment and transfer orders.

Giving a fresh turn to the scam, one more case of fake appointment has come to light at the district health department Allahabad, who was working in the district for the past 19 years, on the fake transfer orders. This has once again put the State Health authorities in an embarrassing state, as it has unveiled the high-level corruption in the department.

According to the health department sources, a lower division clerk AK Rai was found working on the basis of fake appointment and transfer orders, at the district health department. He was posted at the TB Clinic since 1987 and was also regularly drawing salary and other benefits given to a government employee. The former additional director (health) conducted the inquiry of his posting and found that his transfer order issued by the health department of Deoria district, were fake. The AD submitted his report on May 30, 2006 in which he also directed the CMO to lodge FIR against Rai.

"While his service book contained the name Avanendra Kumar Rai and his father's name Hari Ram Rai, the name in his appointment letter was written as Arvind Kumar Rai and Shri Ram Rai," informed a source.

On the basis of these reports, the then CMO Dr Nisar Ahmed had stopped his salary, following which he made a representation in the court.

CMO Dr Shantimal Singhavi said the order to lodge FIR against clerk AK Rai was issued a few days back. But due to some technical reason the FIR was delayed.

However, he said latest by tomorrow the FIR would be lodged against him. The clerk was appointed on the basis of fake appointment and transfer orders which was also indicated in the additional director's (health) inquiry report, he added.

"There can be more such cases in the department," he apprehended.
