Are elections an answer to the Jammu and Kashmir imbroglio?

At the heart of any dispute are economic issues. For 51 years we have ignored this in Kashmir with disastrous consequences. We need to ask ourselves what has the average Kashmiri got from India and what has the Government done to ease the life and burden of the average Kashmiri.
